What is this construction thing called? It looks like a mini wrecking ball with a giant clip sticking out of it, all attached to a crane.

I believe the hook is for picking things up with the crane; the added weight keeps it from swinging around too much, and keeps the cable tight and untangled, when there's no load on the hook.
